Francis Gore was a colonial administrator in England. Born in 1769, he belonged to a family that had a history of court military appointments. He joined the army directly out of school in 1787 and was promoted to lieutenant in 1793. He retired from the army in 1802. Gore was appointed lieutenant governor of Upper Canada in 1806, the same year that John Kirgen was awarded this piece of land. His goal when coming to upper Canada was to create peace because the lieutenant before him left the administrative system divided. Him and his family also offered the Province of Upper Canada the highest prestige they had seen yet.
